能源關係國計民生和國家安全,需要以製度體係保障“能源的飯碗端在自己手裏”,防範能源領域“黑天鵝”“灰犀牛”事件。“雙碳”目(mu)標(biao)之(zhi)下(xia),我(wo)國(guo)能(neng)源(yuan)轉(zhuan)型(xing)發(fa)展(zhan)進(jin)入(ru)關(guan)鍵(jian)期(qi),社(she)會(hui)對(dui)傳(chuan)統(tong)化(hua)石(shi)能(neng)源(yuan)投(tou)資(zi)信(xin)心(xin)不(bu)足(zu),歐(ou)洲(zhou)能(neng)源(yuan)危(wei)機(ji)揭(jie)示(shi)發(fa)揮(hui)化(hua)石(shi)能(neng)源(yuan)兜(dou)底(di)保(bao)障(zhang)作(zuo)用(yong)難(nan)以(yi)完(wan)全(quan)依(yi)賴(lai)市(shi)場(chang)自(zi)發(fa)調(tiao)節(jie),還(hai)需(xu)更(geng)好(hao)發(fa)揮(hui)政(zheng)府(fu)作(zuo)用(yong),需(xu)要(yao)更(geng)多(duo)製(zhi)度(du)機(ji)製(zhi)配(pei)套(tao)。從(cong)這(zhe)個(ge)意(yi)義(yi)上(shang)看(kan),有(you)關(guan)部(bu)門(men)發(fa)布(bu)《意見》,有利於在保障國家能源安全中正確發揮“兩隻手”作用,用更有效機製為能源轉型升級保駕護航。
以增強能源持續穩定供應能力為目標,完善可再生能源與化石能源協調發展製度。大力發展風電、光伏發電等已成各界共識,可再生能源投資大幅攀升、裝(zhuang)機(ji)規(gui)模(mo)快(kuai)速(su)增(zeng)加(jia),這(zhe)是(shi)加(jia)快(kuai)能(neng)源(yuan)綠(lv)色(se)低(di)碳(tan)轉(zhuan)型(xing)發(fa)展(zhan)的(de)應(ying)有(you)之(zhi)義(yi)。但(dan)也(ye)要(yao)看(kan)到(dao),儲(chu)能(neng)技(ji)術(shu)和(he)能(neng)力(li)等(deng)發(fa)展(zhan)進(jin)步(bu)仍(reng)需(xu)時(shi)日(ri),發(fa)揮(hui)好(hao)化(hua)石(shi)能(neng)源(yuan)兜(dou)底(di)保(bao)障(zhang)作(zuo)用(yong)是(shi)能(neng)源(yuan)安(an)全(quan)的(de)需(xu)要(yao),也(ye)是(shi)促(cu)進(jin)綠(lv)色(se)低(di)碳(tan)轉(zhuan)型(xing)的(de)必(bi)然(ran)要(yao)求(qiu)。所(suo)以(yi),《意見》mingquelecujinkezaishengnengyuanyuhuashinengyuanxietiaofazhandezhengcefangxiang,shelifeihuashinengyuanfazhanmubiaozhidu,jinyibuwanshantuidonghuashinengyuanqingjiegaoxiaokaifazhengcejizhi,shiyizhongwushikexingdesilu。

以增強政策機製保障能力為目標,深化能源戰略統籌和安全責任落實製度。我國正逐步建立碳達峰、碳中和“1+N”政策體係,完善國家能源戰略和規劃實施的協同推進機製尤為重要。《意見》明確在規劃編製及實施中加強各能源品種之間、產業鏈上下遊之間、區域之間的協同互濟。針對類似於去年煤電供需偏緊問題,《意見》提出建立電力企業與燃料供應企業、管(guan)輸(shu)企(qi)業(ye)的(de)信(xin)息(xi)共(gong)享(xiang)與(yu)應(ying)急(ji)聯(lian)動(dong)機(ji)製(zhi),確(que)保(bao)極(ji)端(duan)情(qing)況(kuang)下(xia)能(neng)源(yuan)供(gong)應(ying)。同(tong)時(shi),把(ba)能(neng)源(yuan)供(gong)應(ying)保(bao)障(zhang)納(na)入(ru)考(kao)核(he)機(ji)製(zhi),有(you)助(zhu)於(yu)壓(ya)實(shi)有(you)關(guan)企(qi)業(ye)保(bao)供(gong)責(ze)任(ren)。
