力求2030年前完成碳達峰、2060年前完成碳中和的方針,是黨中央著眼於促進我國經濟社會開展全麵綠色轉型,推進全球氣候治理、構建人類命運共同體、完成可持續開展作出的嚴重戰略決策,是一場廣泛而深刻的經濟社會係統性變革。廣東不僅是經濟大省、人ren口kou大da省sheng,仍reng是shi動dong力li消xiao費fei大da省sheng,應ying提ti早zao策ce劃hua動dong力li結jie構gou低di碳tan轉zhuan型xing途tu徑jing,在zai確que保bao如ru期qi完wan成cheng碳tan達da峰feng碳tan中zhong和he方fang針zhen的de前qian提ti下xia,完wan成cheng動dong力li結jie構gou的de平ping穩wen轉zhuan型xing、安全轉型、低本錢轉型。
充分認識動力結構低碳轉型的重要意義
動dong力li結jie構gou低di碳tan轉zhuan型xing是shi完wan成cheng碳tan達da峰feng碳tan中zhong和he方fang針zhen的de重zhong要yao條tiao件jian。動dong力li結jie構gou低di碳tan化hua就jiu是shi逐zhu漸jian減jian少shao煤mei炭tan等deng高gao碳tan動dong力li運yun用yong規gui劃hua,以yi低di碳tan動dong力li對dui其qi消xiao減jian量liang進jin行xing代dai替ti,並bing在zai此ci基ji礎chu上shang不bu斷duan擴kuo大da低di碳tan動dong力li的de運yun用yong規gui劃hua。因yin而er,動dong力li結jie構gou低di碳tan轉zhuan型xing是shi一yi起qi滿man足zu動dong力li消xiao費fei總zong量liang剛gang性xing增zeng長chang和he完wan成cheng碳tan達da峰feng方fang針zhen的de必bi然ran選xuan擇ze。碳tan達da峰feng和he碳tan中zhong和he兩liang個ge方fang針zhen緊jin密mi相xiang連lian,碳tan達da峰feng的de時shi刻ke和he峰feng值zhi大da小xiao,以yi及ji跨kua越yue峰feng值zhi後hou碳tan排pai放fang量liang下xia降jiang的de速su度du,直zhi接jie決jue定ding了le碳tan中zhong和he方fang針zhen的de完wan成cheng時shi刻ke。動dong力li結jie構gou低di碳tan轉zhuan型xing有you助zhu於yu加jia速su達da峰feng後hou碳tan排pai放fang總zong量liang的de減jian少shao速su度du,能neng夠gou促cu進jin碳tan中zhong和he方fang針zhen的de完wan成cheng。但dan是shi,一yi個ge區qu域yu的de動dong力li結jie構gou在zai很hen大da程cheng度du上shang受shou製zhi於yu該gai區qu域yu動dong力li稟bing賦fu,在zai短duan期qi內nei完wan全quan改gai變bian並bing非fei易yi事shi;推tui行xing清qing潔jie低di碳tan動dong力li意yi味wei著zhe要yao對dui幾ji十shi年nian來lai不bu斷duan建jian設she積ji累lei的de龐pang大da化hua石shi動dong力li基ji礎chu設she施shi進jin行xing重zhong構gou,這zhe無wu疑yi將jiang支zhi付fu巨ju大da的de沉chen沒mei本ben錢qian。因yin而er,廣guang東dong需xu要yao提ti早zao布bu局ju策ce劃hua好hao動dong力li低di碳tan化hua的de轉zhuan型xing途tu徑jing,為wei碳tan達da峰feng碳tan中zhong和he方fang針zhen完wan成cheng發fa明ming重zhong要yao先xian決jue條tiao件jian。
科學擬定動力結構低碳轉型路線圖
長chang期qi以yi來lai,受shou動dong力li稟bing賦fu約yue束shu,煤mei炭tan一yi直zhi是shi廣guang東dong首shou要yao動dong力li消xiao費fei種zhong類lei,廣guang東dong動dong力li結jie構gou低di碳tan轉zhuan型xing麵mian臨lin較jiao大da壓ya力li。廣guang東dong應ying提ti早zao策ce劃hua布bu局ju,堅jian持chi科ke學xue策ce劃hua、穩妥施策、有力有序的準則,依照“降煤提效—氣化綠電—清潔脫碳”路線圖,保障碳達峰碳中和方針如期完成。
在近期,以“降煤提效”weishouyaofangxiang。guangdongwanchengtandafengtanzhonghefangzhenzaidonglijiegoutiaozhengfangmiandeshouyaorenwu,rengranshidalijianshaomeitanzaigongyefanchoudeyunyongguihua,xiajiangzaiyicidonglihezhongduandonglixiaofeizhongdeyunyongbizhong。dangran,jianshaomeitanyunyongguihuabingfeiyishi,changqiyunyongmeitansuochendianxialaidesheshishebeijiaonanzaiduanqichedizhuanhua,meitanzaishijianzhongrengranjiaofeihuashidonglijuyoujingjixing。yiner,duanqineiyeyingzheyanyujinbumeitandeyunyonggonglv,tuijinqingjiemeideyunyong,yihuanjieduanqimeitannanyiminjiezhuanhuadekunnan。
在中期,以“氣化綠電”為(wei)首(shou)要(yao)方(fang)向(xiang)。大(da)力(li)推(tui)進(jin)天(tian)然(ran)氣(qi)分(fen)布(bu)式(shi)動(dong)力(li)的(de)開(kai)展(zhan),穩(wen)步(bu)推(tui)進(jin)天(tian)然(ran)氣(qi)清(qing)潔(jie)動(dong)力(li)發(fa)電(dian)項(xiang)目(mu)建(jian)設(she),在(zai)負(fu)荷(he)較(jiao)為(wei)集(ji)中(zhong)的(de)區(qu)域(yu),建(jian)設(she)大(da)型(xing)高(gao)效(xiao)燃(ran)氣(qi)蒸(zheng)汽(qi)聯(lian)合(he)循(xun)環(huan)調(tiao)峰(feng)電(dian)站(zhan)。完(wan)成(cheng)天(tian)然(ran)氣(qi)運(yun)用(yong)規(gui)劃(hua)倍(bei)增(zeng),使(shi)其(qi)成(cheng)為(wei)代(dai)替(ti)煤(mei)炭(tan)的(de)重(zhong)要(yao)動(dong)力(li)。在(zai)電(dian)力(li)方(fang)麵(mian),廣(guang)東(dong)應(ying)進(jin)步(bu)電(dian)力(li)在(zai)終(zhong)端(duan)運(yun)用(yong)部(bu)分(fen)中(zhong)的(de)消(xiao)費(fei)比(bi)重(zhong),加(jia)大(da)儲(chu)能(neng)技(ji)能(neng)、超導技能、製氫技能、碳捕捉技能等運用,添加核電、非化石動力和可再生動力發電比重,使電力更加“綠色”。一起,在社會出產日子範疇加速電能代替、電能融合、智能電網、智慧動力開放網絡等運用遍及。進一步推進電網變革,增強其對“綠電”的消納才能;推進“綠電”技能創新運用,進步其技能功能、經濟功能。
在遠期,以“清潔脫碳”為首要方向。跟著核電、太陽能、風(feng)能(neng)等(deng)可(ke)再(zai)生(sheng)動(dong)力(li)邊(bian)際(ji)運(yun)用(yong)本(ben)錢(qian)的(de)下(xia)降(jiang),這(zhe)些(xie)新(xin)動(dong)力(li)進(jin)入(ru)到(dao)大(da)規(gui)劃(hua)運(yun)用(yong)的(de)階(jie)段(duan),廣(guang)東(dong)應(ying)將(jiang)非(fei)化(hua)石(shi)動(dong)力(li)作(zuo)為(wei)這(zhe)一(yi)時(shi)期(qi)動(dong)力(li)運(yun)用(yong)的(de)主(zhu)體(ti),促(cu)進(jin)動(dong)力(li)運(yun)用(yong)逐(zhu)漸(jian)“脫碳”,助推碳排放總量加速減少和碳中和方針完成。
加速推進要點範疇用能方式低碳轉型
加速推進要點範疇動力結構低碳轉型。在工業範疇,建議廣東針對現有要點用能職業進行碳排放存量、增量的評估與趨勢研判,並結合區域和職業碳達峰碳中和方針,綜合運用先進技能、市場空間,對其進行再布局與再優化;引導產品的綠色化轉型,開展低碳包裝產品、低能耗產品等。在交通範疇,擴大低碳交通運輸形式在整個交通運輸係統中的比重,經過交通運輸結構的調整帶動動力結構優化;持chi續xu鼓gu勵li推tui行xing新xin動dong力li轎jiao車che,在zai城cheng市shi公gong共gong交jiao通tong範fan疇chou全quan麵mian完wan成cheng交jiao通tong運yun輸shu工gong具ju電dian動dong化hua,進jin步bu純chun電dian動dong轎jiao車che運yun用yong的de便bian捷jie性xing,進jin一yi步bu下xia降jiang純chun電dian動dong轎jiao車che製zhi造zao、置辦、運用和處置等全生命周期本錢。在修建範疇,進步政府出資公益性修建和大型公共修建綠色等級,推進超低能耗修建、近零能耗修建開展;推進政府出資工程首先選用綠色低碳建材,逐漸進步鄉鎮新建修建中綠色低碳建材運用比例;促進綠色低碳修建推行由公共部分向私營部分拓展,由城市向鄉鎮、鄉村延伸。
